Ruprecht Niepold is an independent radio spectrum expert. He holds a Degree in Electrical Engineering from the Technical University of Karlsruhe and a PhD from the University of Stuttgart. He started his professional career in 1977 at the Fraunhofer Gesellschaft (Germany) in applied research for industry in the field of industrial automation. In 1986-88 he worked in the Electrotechnical Laboratory (MITI) in Japan in research on robotics, sensing and AI.

In 1989 he joined the European Commission to become responsible for relations with Japan and South East Asia in the field of telecommunications policy. As of 1997 he led the unit dealing with regulatory aspects of mobile and satellite communications. Between 2003 and 2008 he headed the unit in charge of EU radio spectrum policy in the European Commission’s DG INFSO (Directorate General for Information Society).

As of May 2008 he advised the Director General of DG CONNECT (Directorate General for Communication Networks, Content and Technology, European Commission) on radio spectrum policy issues. Since 2009 he engaged in an EU/ASEAN cooperation programme on radio spectrum policy and management.  He retired from the Commission in February 2014.
